These are the definitions of sheltered and unsheltered homelessness that HUD uses for its point-in-time counts (which were themselves cited repeatedly in earlier chapters). This stuff about an "insidious discourse" is just ideological gobbleygook.

Utterly bizarre. You can agree or disagree with the HUD definition of homelessness, but it is pretty straightforward and accessible to the public. It’s not some kind of spooky incantation.
