Because death rates typically remain stable, falling birth rates have a leveraging effect on natural population growth, which decline even faster. At the current rate, ethnic minority natural population growth is going to be zero or negative. We all know what that means. /7

The sample of counties is not complete, since several ethnic minority regions stopped reporting birth rates after 2018. But the available data for 2019 shows a drastic further decline from an already much-decreased 2018 base level./5

The 47% birth rate decline cited above is based on a sample of 55 counties with available data for 2019, of them 31 "ethnic minority" counties with ethnic minority population shares over 50%, and 24 "Han" counties (Han population shares over 50%). /4

Also, natural population growth in a sample of 20 counties in south Xinjiang plummeted by 68% in 2019, from 5.19 to 1.66 per mille, only amounting to 45% of Xinjiang's 2019 figure (of 3.69), and also less than half of the national figure (of 3.34). Birth rates had already fallen by 51% between 2015 and 2018 in southern Xinjiang. In 2019, they fell by a further 47% in this sample of 31 ethnic minority counties with available data. This corroborates evidence of mass sterilization plans for 2019 shown in my 2020 study./2
