One of the most central and crucial parts of every well-functioning society is that the elites have sane ideology, are well-coordinated, and have limited internal conflict. This is the primary consideration. 'Regime type' is secondary.

When the first layer is broken, intervening at the second layer is pointless. Tweaking democraric norms can't solve elite dysfunction and discoordination. Layer one must be fixed directly.

@BennettJonah This needs reformulating. Say instead that a well-functioning society has no elites by birth and guarantees opportunity to join the elites of a given subject to anyone with the interest and talent.

@BennettJonah In other words, a fundamental reboot to our form of government or as many of us like to say, our Democracy. It may take some time but it is doible with a re-education of the average citizen on meaning & function of gov't & elites. Or rather that the nature of both can change.
